Symptoms

opatch apply fails with , the following errors:

 

Jar Action: Destination File "ORACLE_HOME\sysman\jlib\emDB.jar" does not exists or is not writeable
'oracle.sysman.console.db, 11.2.0.1.0': Cannot update file 'ORACLE_HOME\sysman\jlib\emDB.jar' with '\oracle\sysman\emo\adm\DBObjectsDataSource.class'

SEVERE:OUI-67074:ApplySession failed during prerequisite checks: Prerequisite check "CheckApplicable" failed.
