Patch Fails Due To Missing .Jar Files does not exists or is not writeable (Doc ID 1348577.1)

Symptoms

When attempting to apply Patch, the following error occurs....

Jar Action: Destination File "ORACLE_HOME\sysman\jlib\emDB.jar" does not exists or is not writeable
'oracle.sysman.console.db, 11.2.0.1.0': Cannot update file 'ORACLE_HOME\sysman\jlib\emDB.jar' with '\oracle\sysman\emo\adm\DBObjectsDataSource.class'

SEVERE:OUI-67074:ApplySession failed during prerequisite checks: Prerequisite check "CheckApplicable" failed.
INFO:System intact, OPatch will not attempt to restore the system
INFO:Finishing ApplySession at Wed Aug 03 11:18:19 PDT 2011
