Missing Server Explorer After Installing Oracle Developer Tools for .NET (Doc ID 1350123.1)

Goal

After installing Visual Studio 2008 Express and Oracle Developer Tools for .NET with ODAC able to connect manually but unable to see the 'Server Explorer'. It does not show on the View menu. All the helpful notes say it should be there. Is it not available for Visual Studio Express?
