Ora-942 at compile time using a database link in PL/SQL, but not directly in SQL

Trying to compile a procedure or anonymous block in PL/SQL that uses a database link may result in a compile time error of ORA-942, but the same statement succeeds in SQL
   ORA-00942: table or view does not exist

In some cases you may see

 PLS-00201: identifier XXX must be declared
