Symptoms
Attempting to connect to the database using the Oracle Provider for OLEDB from an application or UDL file fails with:
ORA-1804: Failure to Initialize Timezone Information
Attempting to connect to the database using the Oracle ODBC driver from an application or the test connection button of the ODBC administrator tool also fails with:
Unable to connect
SQLState=IM0004
[Microsoft][ODBC driver Manager] Driver's SQLAllocHandle failed on SQL_HANDLE_ENV failed
Starting SQL PLUS fails with:
P2-1503: Unable to initialize Oracle call interface
SP2-0152: ORACLE may not be functioning properly
