Intermittently persistent messages are not being dequeued from a queue which has a propagation schedule associated with it. The propagation job exists but no session or job_queue_process process is spawned.
The propagation schedule has to be disabled and enabled via
dbms_aqadm.disable_propagation_schedule(queue_name => aQueueName, destination => aDestination);
dbms_aqadm.enable_propagation_schedule(queue_name => aQueueName, destination => aDestination);
in order for messages to propagate again.
