Job_Queue_Process not spawned by Scheduler AQ propagation job (Doc ID 1358287.1)

Symptoms

Intermittently persistent messages are not being dequeued from a queue which has a propagation schedule associated with it. The propagation job exists but no session or job_queue_process process is spawned.

The propagation schedule has to be disabled and enabled via

dbms_aqadm.disable_propagation_schedule(queue_name => <QueueName>, destination => <Destination>);
dbms_aqadm.enable_propagation_schedule(queue_name => <QueueName>, destination => <Destination>);

in order for messages to propagate again.
