Symptoms

non-RAC - 10.2.0.4.4(asm/db) - AIX6.1

Adding back a failgroup to an ASM diskgroup continues to fail after patch for non-published Bug:6997042 was installed and solution from <Note:604016.1> was implemented:

ORA-15032: not all alterations performed
ORA-15074: diskgroup <DGNAME> requires rebalance completion
