Error ORA-24247 is raised for calls from the network packages like UTL_HTTP and others even though apparently there are ACL privileges granted to the user that cover the referenced network resources.
This is happening when there are overlapping ACLs defined. For example one ACL defined with host '*' and no ports defined, 'connect' privilege on this ACL was granted to the user. Also there is another ACL defined with an explicit hostname for example 'oracle.com', then the UTL_HTTP call for host 'oracle.com' by the user fails with ORA-24247 error.
