Attempting to re-register Oracle.DataAccess.dll after applying a patch, executing oraprovcfg may result in a popup with the following error:

<ORACLE_HOME>\odp.net\bin\2.x\oraprovcfg.exe is not a valid win32 application.

Followed by "an access denied."
