Create New Database Fails With ORA-27103: Internal Error : Linux-X86_64 Error: 13: Permission Denied (Doc ID 1362286.1)

Symptoms

Trying to create a new database, the startup nomount fails like below:

SQL> startup nomount
ORA-27103: internal error
Linux-x86_64 Error: 13: Permission denied
Additional information: 101


The syslog shows NFS related errors like:

RPC: failed to contact portmap (errno -5).
portmap: server localhost not responding, timed out
RPC: failed to contact portmap (errno -5).
lockd_up: makesock failed, error=-5

Changes

This concerns a new server where NFS is intended to be used.
