When Message retry delay has been specified and a dequeue attempt is made on a message
which is then rolled back, it is observed that the message cannot then be dequeued by message id
within the retry delay period. ORA-25228 is returned.
The state of the message is READY following the above .
This is a change in behaviour to what was observed in earlier releases : 10.2.0.5 and 22.214.171.124 where it was possible to dequeue the message during the retry delay period.
