Data Source Name dropdown list is empty when creating a new Data Connection in Visual Studio Server Explorer (Doc ID 1364809.1)

Symptoms

When adding a new Data Connection in Visual Studio Server Explorer using the Oracle Data Provider for .NET , the Data Source Name dropdown shows only "(Local Database)" and the list is empty, although SQLPlus and ODP.NET connections from code, as well as typing in the alias rather than relying on the dropdown list, are able to connect successfully.


*Note that if you are not able to type in the alias and connect successfully, this is not the issue being encountered.
