You can successfully connect as sysdba but a subsequent startup of the database fails with an ORA-1012:

ORA-01012: not logged on
Environment parameters like NLS_LANG , ORA_NLS33 or ORA_NLS10 have been verified and are set correctly.
Oracle has been forcefully shutdown at OS level or crashed.
