Local Connection As Non-Oracle user Fail With ORA-27061: waiting for async I/Os failed (Doc ID 1365626.1)

Symptoms

The involved server normally hosts a physical standby database.
The OS of the server has been upgraded recently (in this case from HP-UX 11.23 to 11.31) and the standby database kept working successfully.
For the OS upgrade of the primary server, a switch over was done making the standby database now primary.
The switch over caused the local connection to the new primary database to fail as below:


Oracle Net connections using a TNS alias are still successful.
Local connections setting ORACLE_SID and issuing sqlplus <user>/<pw> all fail with the async error except for the oracle user.

Changes

With the OS upgrade, some group privileges were changed.
