Creation of a Buffered Queue removes the Default Service Name from the Service_Name entry in GV$PARAMETER (Doc ID 1367639.1)

Symptoms

In a RAC cluster when a buffered queue is created in a node it results in the default service name being removed from the "service_name" value reported in gv$parameter.

So for example Before queue creation

INST_ID VALUE
----------  ----------------------
1             test.world
2             test.world

After creation of queue we have

INST_ID  VALUE
----------   ---------------------------------------------
1              SYS$AQTEST.INPUT_QUEUE.TEST.WORLD
2              test.world

whereas it should be

INST_ID VALUE
-------      ---------------------------------------------
1             test11g.world, SYS$AQTEST.INPUT_QUEUE.TEST.WORLD
2             test11g.world

The same problem is observed when expdp runs.
