Symptoms

You had a problem on your database with a failure in your shared servers processes.
A larger query was run through a shared server process, this has caused every shared server to be locked and completely stopped new connections to the database.

Alert log shows occurrences of ORA-700 soft internal error [kgskrmfrvcls_INSCHED], [4], [40976], [0], []
