RMAN incremental backup does not appear to create a level 0 if no previous level 0 exists

When creating incremental backups, if no incremental level 0 exists the rman online documentation http://download.oracle.com/docs/cd/E11882_01/backup.112/e10643/rcmsynta007.htm#i78895 states:
"A level 0 backup must exist for each data file in the BACKUP command as the base backup for an incremental strategy. Level 0 backups must not have status UNAVAILABLE. If no level 0 backup exists, then RMAN makes a level 0 backup automatically."
Yet the backup log shows:
Starting backup at 01-nov-11 14:48:11
using channel ORA_DISK_1
using channel ORA_DISK_2
channel ORA_DISK_1: starting compressed incremental level 1 datafile backup set
channel ORA_DISK_1: specifying datafile(s) in backup set
This suggests that rman is creating an incremental backup rather than an automatic level 0 as the documentation specifies.
