11.2.0.2 Grid Infrastructure resource ora.cluster_interconnect.haip (HAIP) fails to start:

• $GRID_HOME/log/<hostname>/gipcd/gipcd.log

Note: in this case, bond1 is private network. "rank" can be "-1" or 0 for the issue to happen.
