Oracle Provider for OLE DB Does Not Show Up In List Of SQL Server Linked Server Providers

Symptoms
You installed the following ODAC software on Windows 2008 R2
64-bit ODAC 11.2 Release 3 (11.2.0.2.1) for Windows x64
using a command similar to the following:
C:\> install.bat all C:\Oracle ODAC
But, when you look in SQL Server's list of Providers for the Linked Server, the Oracle Provider for OLE DB does not show up.
If you test the Oracle Provider for OLE DB using a UDL file, you do not see the Oracle Provider for OLE DB in the list (see <Note 280028.1> for more information).
