After Change Interconnect To Infiniband the Listener is in Blocked status ORA-12520 (Doc ID 1380462.1)

Symptoms

On : 11.2.0.3 version, SQL*Net

1) When attempting to connect to the Database using the Listener, the following error occurs.

sqlplus expimpdp@ubb0

ORA-12520: TNS:listener could not find available handler for requested type of server



2) Listener Trace for the startup shows the following error :

sntuscrt: failed to change permissions of dir /tmp/.oracle



3) The Listener is in Blocked status :


lsnrctl services LISTENER_SCAN3
