Synchronizing Oracle Text Index Partitions Shows Long "Process Wait" message in Logfile (Doc ID 1380930.1)

Symptoms

Started multiple jobs on each of my 3 Oracle RAC servers, each calling ctx_dll.sync_index in serial (parallel_degree => 1) for a number of partitions.
What I see in the logfile is message "process waiting" which takes more than one hour:

20:28:51 07/09/11 process waiting: INDEXUSER.IDX_FILE_CONTEXTIDX (IDX_PART_2011_07_06_010_003)
21:47:54 07/09/11 process waiting: INDEXUSER.IDX_FILE_CONTEXTIDX (IDX_PART_2011_07_09_005_003)

Several synchronization processes experience this message.
What is this other worker partition sync, and why is it waiting for it?
Why does it wait for "other worker partition sync", when no other sync process is synching the same partition?
