ODP.NET Intermittent Hashtable Insert Failed. Load Factor Too High

Using System.Transactions the following error occurs when under heavy load:

System.InvalidOperationException: Hashtable insert failed. Load factor too high. The most common cause is multiple threads writing to the Hashtable simultaneously.
at System.Collections.Hashtable.Insert(Object key, Object nvalue, Boolean add)
at Oracle.DataAccess.Client.CPCtx.GetConnection(OpoConCtx opoConCtx)
at Oracle.DataAccess.Client.ConnectionDispenser.Open(OpoConCtx opoConCtx)
at Oracle.DataAccess.Client.OracleConnection.Open()
at Microsoft.Practices.EnterpriseLibrary.Data.Database.GetNewOpenConnection()
at Microsoft.Practices.EnterpriseLibrary.Data.TransactionScopeConnections.GetConnection(Database db)
at Epiq.Libraries.DataAccess.DataFactory.DataAccess.set_ProcedureName(String value)

e.g. 100-200 Threads are simultaneously trying to make a connection.
