ORA-00445 Is Reported While Waiting Too Long To Spawn A Process (Doc ID 1382349.1)

There are intermittent problems while opening new connections to database. At the problem time frame, alert log file shows the following error message:

ORA-00445: background process "J000" did not start after 120 seconds
kkjcre1p: unable to spawn jobq secondary process
Fatal NI connect error 12537, connecting to:
TNS-12537: TNS:connection closed
