Login To SES Query Engine Fails With EQP-80354 And SBL-EAI-04313

Symptoms
SES 10.1.8.4 with Siebel 8.0. The Identity-plugin for Siebel 8 has been configured in SES.
When logging in to SES query engine it fails with error "invalid login". Log shows below errors -
