Symptoms

Measure folder does not show up in Discoverer for OLAP and BI Spreadseet Add-in for user other than owner of the analytic workspace (AW).

The version (DBA_AWS.AW_VERSION) of the AW is 11.x.
The metadata version (ALL$OLAP2_AWS.SF_VERSION) of the AW is 11.x.
