OSB - Error: can't execute command - source is empty (Doc ID 1385590.1)

Everything had been working fine in the environment.  Added some new tape drives to the library and now Oracle Secure Backup (OSB) can't mount a tape or unload the drive.

An inventory of the library is below (Please note only slots and tape drives which contain volumes are listed.  If the command were lsvol -L lib1 --long, then all slots and drive would be displayed even if they were empty):

NOTE: From the above output, there is definitely a tape in dte1!
However, when trying to unload the drive, the following occurs:

ob> unloadvol -D tape1 34

Error: can't execute command - source is empty
