PARAMETER:parallel_threads_per_cpu

Symptoms

Two environments with identical objects, stats, and parameters (such as a UAT and production database where the former is cloned from the latter) are producing different plans, parallel in one environment and serial in another.  The environments differ in the number of CPUs installed on each server.

Changes

The number of CPUs installed/available in the servers are different.
