Windows: TNS Listener Fails to Start or Stop Using Command Line LSNRCTL Utility (Doc ID 1390900.1)

Attempting to start or administer a running listener from Windows CMD prompt fails with errors.


User can start the listener either from service MMC or when run command prompt as administrator


Symptoms


Starting a TNS listener from Windows command prompt (CMD) fails with error :

TNS-12560: TNS:protocol adapter error
TNS-00530: Protocol adapter error

Additionally, the LSNRCTL utility fails to stop a listener that is started via the Control panel.  The following error would be displayed:

TNS-01190 The user is not authorized to execute the requested listener command


The listener starts successfully using the Control Panel services or when the command prompt is started "as administrator"
