Windows: TNS Listener Fails to Start or Stop Using Command Line LSNRCTL Utility

Attempting to start or administer a running listener from Windows CMD prompt fails with errors.
User can start the listener either from service MMC or when run command prompt as administrator
Starting a TNS listener from Windows comment prompt (CMD) fails with error :
TNS-12560: TNS:protocol adapter error
TNS-00530: Protocol adapter error
Additionally, the LSNRCTL utility fails to stop a listener that is started via the Control panel. The following error would be displayed:
TNS-01190 The user is not authorized to execute the requested listener command
The listener starts successfully using the Control Panel services or when the command prompt is started "as administrator"
This is likely a new installation of Oracle Server software on Windows 7.
