ORA-28595: "Extproc Agent : Invalid DLL Path" After Setting EXTPROC_DLLS on Windows (Doc ID 1392938.1)

Symptoms

The following error may be received even after setting EXTPROC_DLLS in extproc.ora to point to a valid location, on a Windows database:

ORA-28595: Extproc agent : Invalid DLL Path
   

Changes

This behavior may be noticed as a result of upgrading to 11g from a prior version, which requires the use of DLL_PATH to allow dll loading.

This behavior may also be noticed as a result of changing from having the listener launch extproc to the default of having HSAgent launch extproc.
