Symptoms

On Windows systems, during uninstall of upgrade of TimesTen version 11.2.1.x.y before 11.2.1.9.0:

User gets a message that oci.dll is in use.  This will result in oci.dll not getting uninstalled during uinstall.

Upgrades involve an uninstall and reinstall, and oci.dll has not changed, although it may report oci.dll being in use since its being replaced by the same version oci.dll there is no harmful effect of this.
