Symptoms

You have configured a diskgroup with compatible.rdbms set to 11.2.0.3. Then you are trying to create a 11.2.0.3 database using DBCA. You launched DBCA from 11.2.0.3 RDBMS Home, that failed at step6 after selecting stroage type as ASM and the diskgroup you created.
