You have configured a diskgroup with compatible.rdbms set to 184.108.40.206. Then you are trying to create a 220.127.116.11 database using DBCA. You launched DBCA from 18.104.22.168 RDBMS Home, that failed at step6 after selecting stroage type as ASM and the diskgroup you created.
