Before DDL Trigger, Unable To Process Transactions (Doc ID 1399633.1)

Symptoms

DDL trigger is getting fired during an insert operation.

(user defined error) ORA-20001: Attempt to DROP BIN$m2JoftQDaifgRAAUT0aTlA==$0 (TABLE) by userELOPER. This user may not execute ddl, see common.ddl_privileged_users.

Procedure is failing to process transactions, error received indicates error in system before ddl trigger. Error message may not be consistent.  You will see lot of variations in the error received.
