ORA-39083 PROCACT_INSTANCE ORA-01403 On Datapump Schema Import (Doc ID 1400897.1)

Symptoms

On Datapump Import you can get errors like:

ORA-39083: Object type PROCACT_INSTANCE failed to create with error:
ORA-01403: no data found
ORA-01403: no data found
ORA-01403: no data found

 
The import log shows the failing sql like:

DECLARE   dbvers varchar2(20);   compat varchar2(20); BEGIN   execute
immediate 'begin sys.DBMS_UTILITY.DB_VERSION(:1, :2); end;' using out dbvers,
