Symptoms

Oracle GoldenGate (OGG) fails configuring failover

Steps to Reproduce

Configured the vip, agent and the app.
The cluster ware is unable to start the mgr while attempting to configure failover with errors as follows:

      CRS-2527: Unable to start 'gdcx01-ggatemgr' because it has a 'hard' dependency on 'gdcx01-ggatevip'

      CRS-2525: All instances of the resource 'gdcx01-ggatevip' are already running;
       relocate is not allowed because the force option was not specified
