Symptoms
dbms_job jobs that are submitted from remote client machines and have
next_date => sysdate take several minutes before executing.
For example, a job is submitted that deletes 1 row from a table. If this is
submitted locally to db the job runs immediately and row is deleted.
If same job is submitted from a remote client machine it takes 4 or five
minutes before we see that the job has run and deleted the row.
