Symptoms
Failsafe 3.4.1 setup with database 11.2.0.1, the database can not be started in the Failsafe environment, its status always shows "Failed" and OS event log shows:
ORA-1031 insufficient privileges
Testing sqlplus / as sysdba from command prompt:
1. with sqlnet.ora content:
sqlnet.authentication_services=(NONE)
sqlplus / as sysdba get ORA-1031 insufficient privileges
2. with sqlnet.ora content:
sqlnet.authentication_services=(NTS)
sqlplus / as sysdba get ORA-12631 Username retrieval failed
