Executing a stored procedure with a cursor loop that executes DML with PLSQL_DEBUG=TRUE may fail to commit the data when a DBMS_SCHEDULER job is executed in the same session. If PLSQL_DEBUG=FALSE or the call to execute the job is executed to run inside a new session then the data is committed correctly.
