OPatch Apply Fails With "Patch PATCH_ID is a no-op patch" and "Error code 39" During CheckApplicable Phase (Doc ID 1425383.1)

Symptoms

When attempting to apply one-off patch "PATCH_ID" the following errors occur:

% opatch apply
:
Applying interim patch 'PATCH_ID' to OH '/opt/app/oracle/product/11.2.0/db_1'
Verifying environment and performing prerequisite checks...
Patch PATCH_ID: Optional component(s) missing : [ oracle.rdbms, 11.2.0.1.0, higher version 11.2.0.2.0 found. ] , [ oracle.rdbms.dbscripts, 11.2.0.1.0, higher version 11.2.0.2.0 found. ]
Prerequisite check "CheckApplicable" failed.
The details are:
Patch "PATCH_ID" is a no-op patch.
[ Error during Prerequisite for apply Phase]. Detail: ApplySession failed during prerequisite checks: Prerequisite check "CheckApplicable" failed.

Recommended actions: This patch requires some components to be installed in the home.
Either the Oracle Home doesn't have the components or this patch is not suitable for this Oracle Home.

OPatch failed with error code 39


and in the 'opatch apply' log file the following errors are observed:

Patch "PATCH_D" is a no-op patch.

[Feb 28, 2012 11:08:44 AM] [ Error during Prerequisite for apply phase ] Detail: OUI-67074:ApplySession failed during prerequisite checks: Prerequisite check "CheckApplicable" failed.


NOTE: The errors are not related to a specific patch or product version. They can occur when applying any patch to any product version.
