Symptoms
Trying to change the diagnostic_directory to a file system outside $ORACLE_BASE for multiple databases.
Modified each database's diagnostic_directory parameter using "alter system set diagnostic_dest='/new/filesystem' scope=both".
This was successful and it is writing to the new destination correctly.
However when trying to remove the old destination, Oracle recreates the previous default diag directory structure.
