Symptoms
You have been testing syncronization with SQLite client using the api, as documented in
http://download.oracle.com/docs/cd/E12095_01/doc.10303/e16214/smanage.htm#BABHBDCD
Section 3.2 Synchronize Data for Applications on the SQLite Mobile Client says to implement synchronization within your application you should use the synchronization APIs, as described in Chapter 2, "Synchronization" and Chapter 3, "Invoking Synchronization APIs from Applications" in the Oracle Database Lite Developer's Guide.
Unfortunately this does not work an the restriction applies to Windows and Windows Mobile Clients
