CMAN: ORA-12529 Error Reported Using Connect Manager (Doc ID 1441532.1)

Symptoms

Attempting to connect via Connection Manager(CMAN), fails with following error:

   ORA-12529: TNS:connect request rejected based on current filtering rules

 

Connections via CMAN are successfull to other databases.
