Symptoms
After upgrading the ASM to 11.2 GI Oracle Restart, you are seeing slow performance on the database side.
The database side symptoms could be anything like
+ enq: HW - contention
+ latch free ( KFMD SGA )
+ 'enq: TX - index contention'
+ slowness in LOB updates
+ 'CSS operation: query'
Further analysis shows contention is at the CSS layer, and you see the following two important symptoms:
1] The local.ocr file size is zero at <GI Home>/cdata/localhost/ directory
Number of such css log files would be in hundreds or thousands
