Symptoms

CJQ background process fails to start with following errors reported in alert..log:

Starting background process CJQ0
Process CJQ0 died, see its trace file
Errors in file /opt/oracle/diag/rdbms/prd1/PRD1/trace/PRD1_pmon_8847376.trc:
ORA-00444: background process "CJQ0" failed while starting
ORA-27140: attach to post/wait facility failed
