AQ bi-directional propagation between two databases intermittently hangs.

There are 2 queues in each of the databases SYNCH_IN_QUEUE and SYNCH_OUT_QUEUE. DB1's synch_out_queue propagates messages to DB2's synch_in_queue. DB2's synch_out_queue propagates messages to DB1's synch_in_queue.

Intermittently a hang arises between a propagation receiver process and a job_queue_process related to DML being performed on$_propagation_status.
