Error ORA-14097 When Using DBMS_REDEFINITION To Compress Single Partition

Symptoms
When compressing an existing uncompressed partition for OLTP online without
using MOVE, basically, while using DBMS_REDEFINITION to compress a single
partition for OLTP, then this works fine with DBMS_REDEFINITION.CONS_USE_PK,
but this doesn't work with DBMS_REDEFINITION.CONS_USE_ROWID, indeed, the
following errors occur:
The table does not have a primary key.
