AIX: ocssd daemon fails to start nor creates ocssd log as GRID_HOME mount point is owned by wrong user or with wrong permission (Doc ID 1450638.1)

IBM AIX on POWER Systems (64-bit)

Symptoms

- When root.sh or rootupgrade.sh is run from newly installed GI Home, ocssd daemon neither creates ocssd.log nor starts successfully, however, "ps -ef | grep ocssd.bin" shows the process even though it's not completely up.

 - "ls -ld <GRID_HOME>" shows correct permission e.g root:oinstall.

- truss of ocssd.bin process shows thousands of getdirent64() calls and ocssd.bin spins on getdirent64() call.
