Goal

The meaning of a Turkish word can change using a dotted/dotless 'i'.  For example kıl/KIL means hair, while kil/KİL means clay.

What are the correct preferences to use in order for Oracle Text to correctly distinguish the dotted and dotless Turkish I characters (i,İ,ı,I)?
