Symptoms

Database instance dumps system state at higher level and fills the diagnostic destinations. The trace shows system state dumped at level 11 like below:

 

SYSTEM STATE (level=11, with short stacks)  

Changes

 This occurs while dumping global enqueue events, or other error scenarios.
