What is the Location of compression information for partitioned and non-partitioned tables?

When we create a NON-Partition table we can find the details in DBA_TABLES about compression from column COMPRESS(ENABLED/DISABLED).
When creating a partition table with compression for query low in the table level then checking DBA_TABLES, the values for columns COMPRESS and COMPRESS_FOR are NULL.
However, compression details are found in DBA_TAB_PARTITIONS.

When we create a NON-Partition table we can find the details in DBA_TABLES about compression from column COMPRESS(ENABLED/DISABLED).

Is this a normal scenario for Partition tables?
Do you check the compression property from dba_tab_partitions in case of a Partition table?

Goal
