Xmlagg Query Fails Silently Or Gives ORA-22813: Operand Value Exceeds System Limits (Doc ID 1456531.1)

Symptoms

XML DB query began to produce invalid results. Part of the XML content produced by the query is missing, when number of rows handled by the query exceeds certain limit (the number of rows the query should handle is 88 in this case - not exactly a large set). When the number of rows handled by the query is restricted (by using where rownum < limit), the query also throws exception ORA-22813 with certain values of the rownum limit.
