11gR2 VIP Does not Fail Over After Public Network Issue if Application VIP is ONLINE and Added With "appvipcfg create" (Doc ID 1457380.1)

In 11gR2 Grid Infrastructure environment where application VIP is added by "appvipcfg create -network ..", after public network failure(disable network adapter, pull network cables etc), node VIP and application VIP do not fail over to other node causing client connection failure, however, SCAN VIP does fail over to other node.

2011-12-18 16:58:36.771: [ CRSPE][1171278144] {0:4:16} CRS-2672: Attempting to start 'xxxxxx' on '<hostname>' << note: VIP suppose to be failed over to other node, however, it tried to restart on same node
2011-12-18 16:58:36.792: [ CRSPE][1171278144] {0:4:16} Got agent-specific msg: CRS-5017: The resource action "xxxxxx start" encountered the following error:
CRS-5008: Invalid attribute value: bond0 for the network interface


If the same test is conducted when the application VIP is offline, node VIP does failover successfully to other node.
